One reason I’m not convinced EU will easily give up the UTPR - the Part of the Global Minimum Tax that Makes GOP Very Mad(TM) - is it’d leave EU with strong domestic policy but limited market-based enforcement. Think of the EU ETS (carbon pricing) without CBAM (border adjustment). Less effective.
