A big reason why US nat'l gov't grew over 250 yrs is b/c states are often incapable of handling huge crises & disasters on their own -- states lack resources & capacity that the nat'l gov't has. Devolving disaster response solely to states hurts people by ensuring a devastatingly feeble response.
