updated character menu (old vs. new) still a work in progress

Did a small test for a new Chaser last night and it absolutely felt great when I *thought* the character was going to be overtuned and boring, but it turns out they play like fucking butter.

My change wishlist for The Houndmaster after relentlessly grinding her (pubs and high-level 1v1s) for a few days. A lot of these values are individual and technical, the changelog is actually not that large, but I wanted to be precise, technical, and detailed overall.

Finally found a requirement for implementing a proper modal system. It utilizes a base modal class where different modal types are child classes of that via inheritance. All of it is event-driven through one event type, where type-checking can be used to differentiate which modal it came from!
