As well as being regressive regionally and by income, it’s more service charge than tax so trying to use it to ‘tax’ some (but not most) surplus property wealth is mindblowing… (imo)

I agree with you on this, except that it does focus attention on the tax anomaly associated with owner occupation - fix that and you can stop worrying about bedroom tax (unless you are a social renter - another anomaly)

I love the last line (no spoilers coming up), the data are striking, and the idea of going ‘back to the future’ is compelling, almost irresistible. So important though to be able to imagine different, better, fairer futures than those organised around the ‘same old’ tenure divide. Just a thought…
