The medical school piece is crucial: indirect costs also apply to clinical research, supporting clinical trials and the discovery of new medicine along with the general function of academic medical centers (hospitals) - which care for the sickest Americans

universities use indirect costs to pay for ancillary costs of research - accounting, HR, electricity, etc. most universities have *one* revenue lever: tuition as universities have committed to contracts and salaries based on committed indirects, expect tuition increases & perhaps layoffs 1/

F31-diversity proposals are similar enough to F31 proposals that it would be straightforward for NIH to transfer these to the F31 instead of refusing to review them
