That is to enrol to vote. Once you’re on the role that’s it. Rock up to the polling place on (or increasingly, before) election day and you’ll be asked for your name, address and whether "you have voted at this election before”. No proof required, just take the House of Reps & senate ballot paper

Of course in Australia it’s vote on Saturday (or before, we’ve opened polling places) or you’ll get fined. We realise voting is a privilege, but also regard it as a responsibility, so it’s compulsory.
