1) they def should have mentioned that 2) I've seen a tower specced for 2 controllers staffed by 1. This is a tiny airport, average 230 flights per day, mostly students (= minimal schedule pressure) and she was WORKING. I simply cannot imagine covering MORE positions with 1100+ flights per day.
