Taken only within the narrow confines of men's professional golf, Saudi Arabia may be an irrational actor. But Yasir al-Rumayyan and the PIF's engagement with golf is a minuscule part of a broader political, economic and social programme. What's irrational to golf fans is rational in geo-politics.
