I think a lot of people mis evaluate USAID - and aren’t aware of both the more overt diplomatic ties it has to play diplomacy - and also the more covert ones it has with clandestine operations such as the CIA. We also need to acknowledge that diplomacy is not a zero - sum game. Its complex.
