To add a little bit: Transphobia is not always the desire to hurt trans people. It is a set of beliefs that deny that trans people are who we say we are. It is 100% possible to have trans friends, and still hold some of the many beliefs that make a person transphobic.

I'm terribly sorry, but the actual ruling allows for both trans women and trans men to be excluded, using sex-essentialism for women and referring to "male characteristics" for men. Consistency is not a goal, the goal is to empower cis people to harass and exclude trans people. They don't care.
