Um es klar und deutlich zu sagen: Es gibt keine Möglichkeit für Verwaltungsgerichte die Einhaltung des Rechts insgesamt durchzusetzen. Entweder die Exekutive anerkennt eine Aussage der Gerichte zum Recht im Einzelfall als richtig und hält sich allgemein daran oder eben nicht.
