Back in 1996, Council commissioned a Traffic Management Study, which recommended encouraging walking, biking, and public transport, moderating car use, discouraging through traffic from local streets, improving safety, and creating more attractive streetscapes.

Parking in Yarra has been a problem as far back as 1982-83, with the then City of Richmond conducting a parking review to respond to the “problems being experienced by residents and business people in Richmond.”
