With the citizens arrest thing. What happens when an 'arrester' gets the wrong person? kids?. 'Reasonable force' is being included here, when does this just become common assault? Any of these along with a million other scenarios will open up a great new avenue for lawsuits.

This a a waterfall on the Otahu River in Wharekirauponga Valley. You can't go there now even though its on DoC land. They cite ''Kauri dieback'' yet it is surrounded by mining activity. Its looking like a fair few folks are going to show up tomorrow to tell Shane Jones what to do with his mining.
