Cops hate this citizens arrest thing because it's a logistical and legal nightmare. 1. Each citizens arrest requires police attendance 2. Establishing whether a crime has been committed, likely to be a disaster area. 3. The detainee claims they've been assaulted. Cool, now it's two crimes!
