From the 2010 Downtown Strategic Plan. I think this is the earliest I remember seeing a proposal for a bikeway on Broad Street after I moved here in 2007.

I think you know this because I think you've posted video of yourself doing it, but there is signage to allow that at 4th and Hudson, so it's not unheard of even on this corridor.

It's only just occurred to me that this intersection is 2 blocks south of Warren, and therefore not part of the proposed new bike lane plan for 4th.

The proposed changes to the 4th St bike lane begin at Warren (the intersection you're crossing in the video) and will switch the bike lane and parking lane all the way north to Hudson. It's my understanding it is just a repaving project, though, so no chance of new concrete structures.

Had a cop pass me dangerously close doing exactly this at this spot a couple months ago.
