An errant, insane Trump thought may emerge in the form of a single tweet—rattling the news cycle and then vanishing without a trace—but if that idea reemerges on multiple occasions, it quickly threatens to jump into official administration policy.

During the campaign, Trump claimed that he could “end the war in 24 hours.” It was obvious then and it’s even more obvious now that there’s only one way to guarantee a war ends in 24 hours: surrender.
