I've heard it cited that the correct force ratio for COIN operations is 25 counter insurgents to 1000 civilians I know what that looks like in Baghdad. Someone else can do the math on that for LA

Once again, the real problem is when the orders are legal but unethical or immoral. The Army trains soldiers to refuse illegal orders. It does not train soldiers on parsing orders that are legal but unethical.
