Rotation keys don't get returned in the did doc. I just added one that I generated and thought I fudged everything up because it wasn't showing up there lol Thankfully it's presented on atproto-browser

Oh damn, atproto-browser requires you have a handle attached to your did doc. I think its totally valid to not have a handle on atproto right? I should fix that

Removed a circular dependency, feels good

Right now the PDS has "fall-through" logic to route requests to a hardcoded AppView URL, pretty sure this is a legacy thing from when the PDS was less of a generic proxy It would be nice if the AppView was treated like any other downstream service here
