I never had TS2 Freetime, so I don't know how it worked there. But one thing that I love in TS3 is how every skill has certain tasks, that upon completion grants you a perk. E.g. for the fitness skill if you run 500 miles, you would live longer. I doubt Mastery Perks are that specific though
