Not all pre-modern monarchies are absolute monarchies! Western European medieval monarchies, so far as I know, were not. Hellenistic monarchy arguably was. Traditional Argead Macedonian monarchy, I'd argue, probably wasn't. Most Bronze Age monarchy was. The Roman Emperor pre-235 mostly wasn't.
