Congress decides the DOD’s budget, like every other part of the federal government (sequestration was also the result of a law passed by Congress). Does this administration really believe that it will illegally impound $68 billion dollars/year of money that is already appropriated?

The DoD budget is “capabilities-based.” That is, the national security strategy (what POTUS sees as how he keeps the nation safe) drives a defense strategy, which dictates what is needed for the pentagon budget. Big budget cuts before announcing a strategy will significantly restrict action.
