Inspired by logic in `mix phx.new` (slightly more aggressive), Igniter now prompts you to upgrade if your archive is out of date. Additionally, the installer will run `mix deps.update igniter` in your app before running installers. This will hopefully avoid many DX issues in the future. #ElixirLang
