No. Your birth certificate name must match your marriage certificate. Otherwise you need a passport. Passports are currently $189 which is far too expensive for many people.

If you have moved - you cannot update your registration without a passport or birth certificate that is the same as your current name. AND these changes have to happen in person, requiring many to take time off work
