Actual question: is this related to shrinking newsrooms? Every needs fed politics so that gets covered but I don't know how many papers here have a dedicated provincial or municipal reporter. If you only hear about one level then you expect solutions from them too, I imagine.

It's part of it—provincial bureaux are tiny in most places, so it's easier and sexier to make everything a federal issue. But part of it is also a lack of basic civics amongst reporters, and the fact that they will merely both-sides rather than put proper context when someone makes it a fed issue.
