File a report with...I'm honestly not sure who. Animal control? And be sure to document all the interactions you've had with the neighbors prior to this incident. Dates and details of conversations. Take photos and videos (if you can) of the dog exhibiting aggression and the neighbors' barricade.

The hard part is the owner explicitly knows the risk now if they didn't before and they're going to argue nothing will happen only making the whole thing more difficult.

Unfortunately you have to report it. It takes something like three individual reports to get anything done. the 311 app has a section. If the dog actually bit and caused the scratch, they advise you to file a police report 😵‍💫

I definitely feel the same way, but I also feel compelled to start a paper trail if they're unwilling to help. The state can't compel them to act without evidence that something has happened. This cannot happen again.

Talk to (I think!) 311 or the police and document your injuries - the state can then make the owners improve the dog's enclosure. Important to start a paper trail because there are multiple stronger steps if the owner is unhelpful

Did they come retrieve the dog? I would tell them that it is dangerous and that it cannot stay there. I would then contact the landlord, if possible, and tell them one of their tenants has a dangerous animal that needs to be removed. If that doesn't work, call animal control.

Holy crap. That's scary! In that instance, I would probably alert the landlord and call animal control right away and make a police report for a vicious dog attack. 311 has a form for it I think but you can do it at a police station also.

Perhaps reach out to Chicago Animal Care and Control and see what they would advise? Filing a 311 would provide an incident paper trail but also might result in seizure of the dog. I assume the barricade went up as the result of another incident? So they’re already past strike one.

I don't know if anything else has been reported. They clearly know the dog is dangerous, but they don't seem equipped to handle it, or to give it the intensive care it needs to be resocialized.
