It's a tax on their own people, which also makes it inflationary, which is bad for the economy and the currency. Tariffs are dumb unless they are highly targeted, the correct retaliation is to shop elsewhere.
How the hell does this help the U.S. economy, lmao? Companies that import from Colombia will just look for another supplier. But what if that supplier is located in a country that gets sanctioned next?
