I believe it’s a single shot, 40mm launcher designed to fire “less lethal” rounds such as OC/tear gas, smoke, and distraction (e.g. “flash-bang”) rounds. He’s carrying several canister rounds on his ammo sling.

Why no gunsight cam on police weapons, recording like a body cam, with additional telemetry?
Like, an initial fingerprint to register to the officer upon issue, then prebuffer video saved whenever it's raised or fired, if not just constant.
