When I marveled at a, uh, less than helpful coworker had a PhD at my old job, a professor told me "Getting a PhD isn't a sign of intelligence, it's a sign you can't do anything else." I guffawed.

Well yes. That was why free public education was institutionalized. To prepare kids (especially kids of immigrants) for life in American industry/factories. But we can do so much more after all this time?!? ugh.
