Holy god damn it's CHEETAHMEN II. That game became a huge meme on Nicovideo in the late 2000s. There were tons of remixes of the (uncharacteristically good) music. Parody videos, cosplays, everything.

There were also actual Mario ROM hacks, since that was big too.
