Thanks for the question! My short answer would be that, yes, vouchers are definitely part of a long history of segregationist tactics (and opportunity hoarding) that never really went away, although the strategies might have shifted somewhat in response to various trends in residential development.

At the same time, opportunity hoarding in affluent, suburban public schools has contributed to school inequality to such an appalling extent that parents whose children attend struggling schools sometimes support vouchers to provide upward mobility for their own children.

This sets up a cycle in which affluent, white parents (often liberal) demand a disproportionate amount of public resources and use them to maintain segregation by class and race. It is obviously more complicated than this, but I hope my research does help to inform ed policy!
