European standards says anything over around 14-15 pm2 is considered harmful in the long run and should be avoided if exposed for more than an hour or so.

Unless I'm misreading the chart, some countries (Italy, Poland, Turkey, Balkans) are in that range but much of Europe is not.

This is not a good chart. The Netherlands is much more polluted than Sweden with a much higher AQI. Geographic area needs to be taken into account. I know, I lived in both countries.

Rotterdam and Den Haag area has pretty much some of the worst air in the Europe.
