It's a cute idea to think that other Senators can just hop up and take over the floor, but the fact is, once Booker relinquishes the floor, to anybody, the GOP in charge of the floor shuts it all down.

The rules of the floor are specific. He has to say that to stay within the rules. If he fails to do so the Shitbags in the room could end it before he's ready to.
He can give it away for a question but unless he fails to retain the floor, the floor is his.
