i have met him in person in small group for a couple of hours definitely not thick. Did well academically from very humble background

What i think he *is* is slick and superficial &very ambitious
A working class version of Cameron or Johnson (neither of them stupid at all but both slick/ambitious)

we all make judgments about people based on what we have seen and hear from them or when we have interacted with them or what he have read about them

I *do* personally think he cares about the NHS and i *do* think he wants a model that is free at point of use and needs-based but.....

But...he is also unashamedly pragmatic in arguing that he does not care whether the provided that gets waiting lists down for tests, procedures, appointments by providing more capacity is an NHS in-house or private contractor commissioned by the NHS. Milburn was the same in the 2000s

And of course Milburn has a register of interests very much including private healthcare/equity/consulting and Streeting (depending on which account you believe) also has links that might influence his thinking

and i think he often shows himself to be more interested in soundbites and rhetoric that he feels will make him look like he is taking decisive action that will please the voters and media than in doing things that actually work or that career sector experts would think made more sense
