So basically, you want a system governed by direct democracy that is not only logistically impossible, but would also result in emotional decisions being made by an uninformed electorate as was seen in the Brexit referendum.
Every country that uses a full presidential system in which the head of government and head of state are a combined role (As they are in South Korea) has a history of authoritarianism in the last fifty years, all besides the US and they are heading towards that quickly.
