This is tangential to Nolan’s point, but I’d say 9 times out of 10 a shorter and simpler housing bill is more effective than a longer and more complicated one.

Structurally, the reason why "abundance" is not happening in California, and will probably never happen, is that state politics are professionalized.

I disagree with the professionalization angle though. There is not easy technocratic fix for the political and economic power labor, locals, realtors, the CBIA and other stakeholders possess.
