Shorter bills apply to more places. At least as far as land use policy is concerned.

I disagree with the professionalization angle though. There is not easy technocratic fix for the political and economic power labor, locals, realtors, the CBIA and other stakeholders possess.

The ADA Standards don’t require parking be installed where there is none, just that some portion of parking that is provided meets accessibility requirements.

In Austin, what we ended up doing was calculating the ADA requirements under our mandates, freezing them in place under local law, and then eliminating all other mandates.

The idea of the ADA is to give people who are disabled the same opportunities as are offered the able-bodied. Using its name to encourage car dependency seems perverse, with so many people in wheelchairs using them because of car crashes, and so many disabled folks who can’t or won’t drive.

The total number of required ADA spaces was vanishingly small. We just lacked any real data on how often they were needed or used and nobody was willing to risk screwing over people who used wheelchairs.

I was so bummed when SB 827 failed. Then, the next year, as I recall, SB 50 got further in the legislative process, but then that also failed. I asked Anthony Portantino one time on Twitter why he killed them, and he got so defensive about it! I suppose he did allow SB 50 to the floor, but voted no.

Same guy who personally intervened with a letter in the SB 35 project at a bowling alley in Burbank, leading to a public hearing I watched live. Anytime you see a mention in a California housing law of housekeeping areas, you can be pretty sure it came out of that Pickwick Bowl project.
