Everyone? 2FA is usually implemented by sending SMS messages to a smartphone. Not everyone lives in an area with cellular phone reception. Also, some folks have internet access but don't own a smartphone.
If you want everyone to use cellular SMS for 2FA, it's a flawed idea. Just saying...
