I wonder whether the labels are auto-applied depending on a tipping point of reports? Non-GC are perhaps mass reporting? When I look at all the toxic lists I've been added to (over 50) and the upsurges of blockings I get from the pastels, I'm kind of surprised my A/c doesn't yet have a label!
