It’s not clear from the picture at all because his foot is moving up and not down. It’s a trip and not a stamp. And then after the initial clip on the shin there is the slightest contact between his studs and the top of the foot.

MLS stepped on Doherty's foot and it was obvious he wasn't even trying to play the ball. As soon as the studs are involved a red is always a possibility. Pull the shirt or clip the heels instead.
