But politically it's a different matter. Look at the way EU accepted Ukraine's application. There was a lot of symbolic gestures there, and a few more tangible. Signalling to NO&IS that the EU wants them is political
And there is a risk to sow division between the MSs.
And MS have opt-outs, that's nothing special. Ireland has an opt-out from Schengen, Denmark from Eurozone, both from AFSJ, Poland from the Charter of Fundamental Rights.
