A lot of people want to focus on building community over interests, but I think building community through actual values (since values can vary within interests) is probably the better deal. And also, keeping the community smaller, versus dozens of people, will probably make things easier.

Oh shit, I wasn't sure what meant by "cop in our head" until this post but I feel like I have a really good answer for this. The answer is shifting your thinking from rehabilitative justice to restorative justice. I'll explain:

So rehabilitative justice is focused on the person who caused the harm, if you look at justice as being restorative you instead focus on the victim of the harm. The goal is to take that victim and try to help them be as whole as possible after the trauma they endured.

Idealistically if you have a justice system based around restoring victims you will see harmful crimes significantly decrease as things like the cyclical nature of abuse or poverty are disrupted and a lot of the motivations for harmful behavior start to go away.

There's a lot of loose ends and idealistic thinking in this idea, but I think it's a place to start when addressing harmful behavior.
