That second name looks like Sidney Horatio Marshall MP , MP for Sutton & Cheam, Mayor of that town, & rose to be Chair of the SCC from 1947-50. Others look to have signed "SCC" as well.

Now I must head to bed before I vanish down the rabbit hole of the 1942 Standing Conference on London Regional Planning or the earlier Greater London Regional Planning Committee (whose reports are digitized by the NYPL)! I'd have thought the name of EG Culpin would have been there. Sleep tight!

Thank you for sharing it. If anyone knows more about this copy I'd love to hear. I bought it about 30 years ago in a book shop in Brompton Road London.
