When I was in Afghanistan during the Bush years I requested to take the foreign language test for Russian. My CO laughed and said it was a useless language. Later in the deployment we were ambushed, the guys turned out to be Chechen and I had to translate for them…
Javelins are more effective for sure and tactically safer to use. BUT they are also much much more expensive that TOWs who are still effective enough. This is a dumb move that will end up costing more in the end.
This is where the budget murkiness of DoD comes back to bite it in the ass. What was the budget before? Is $30 million a 1% cut or a 50% cut? Why should I care?
I don't have good numbers but colleagues there tell me a lot of the cuts are expected to be less on the language side and more on the culture and human terrain sides of the house, like the Air Force Culture and and Language Center (AFCLC)

You think we will have allies speaking different languages? Americans got this. We will canoe the enemy quickly, so no talking. My Rec Specs can do live translation with only a little lag if needed anyways.

the obvious answer is an UPS or integrated batt, but outside of very niche and very expensive activities, nobody is going to pay for that dev.
