There are various places where some things are written to appear reasonable, such as the phaseouts for the tech-neutral ITC/PTC. But snuck in there are new FEOC provisions down to the subcomponent and mineral level which render it completely useless. It is akin to a full out repeal of the tax credit

Senate hasn't done anything yet. They have to wait for the House bill to pass. These are House committees. They will go through markup then ultimately to the floor for a vote and amendments, then over to the Senate.

There's a few places things could improve. First, none (maybe one) of the 21 house members that authored a memo on the need to preserve clean energy tax credits are on the Ways and Means committee, so they didn't have a chance to author this text.
