They're depending on councillors who are responsible for scrutiny not knowing the detail.

Starmer won’t send in the NAO because he’s adopted these dreadful Freeports and thinks they’ll drive growth.

It’s one reason he won’t consider rejoining the SM/CU. European rules would prevent this version of Freeports.
