It’s another veiled attack on the Constitution. Another person on the app here remarked freedom of the press is the only industry protected by the founders.
Dictators conflate the country with their regime, so when he talks about sovereignty, he means survival of his regime. Long term survival of his regime depends on suppression of the truth. Hence, it is incompatible with good journalism.

Sovereignty has been defined as a monopoly on violence. The people forfeited that monopoly when Reagan convinced them they were the problem, not the solution, and then sold their government to a loose confederation of globetrotting plutocrats. Revisit the Second Amendment. DOH!
