This is particular move any two bit law prof can recognize and it is a trap. We can imagine hypotheticals that raise hard questions and the result might be constitutional crisis. But the sitting president is right now claiming power to disregard federal law across the board — this is not a hard one.

This issue was decided in Marbury v. Madison, 1 Cranch 137, 2 L.Ed. 60 (1803). SCOTUS (and the other federal courts) have the authority to determine what's lawful or not.
