It was calculated over trade deficits, not tariffs. Brazil has a very high tariff rate(Including a non-VAT sales tax) but since it has a trade deficit with the US it got only a 10% tariff.

Plus, the US has a merchandise trade surplus with Australia so by the logic of how the new tariffs were calculated, US should have added subsidies to Australian imports, not a 10% tariff.
