If you want to distinguish between those scarier early days and now, you can say "early on in the pandemic" or "the early days of the pandemic" or "pre-vaccine covid", etc.

Your regular reminder that the COVID pandemic is NOT over. Please use the proper language when talking about it. Please don’t say “During COVID” or “When COVID.” We are still deeply in it. People are still dying and becoming disabled from Long COVID.

Using that terminology reinforces the lie that we were locked down.
I usually specify during lockdown or say "peak pandemic"
