the 100 money can be legitimately spent on paying off debt; money that would have been needed to pay interest on debt becomes available for salaries. (Don't know if Middx actually had significant debt interest.)
Debt free Counties then spend their capital on facilities incl. grassroots, and any income on salaries.

If they go back into debt, or squander the capital, that's their problem. There might never be a second "dividend" from the 100.
