I mean, it was definitely a powerhouse in the area, and very important culturally - lovely place, too. I just don’t know whether you can call conquering some other bits of northern Italy an empire, in the way you could Genoa and Venice’s antics (Genoa made it as far as eastern Crimea, after all)
